Appeal of the C.P.N. (Maoist) to the people: March Along the Path of People’s War to Smash the Reactionary State and Establish a New Democratic State!

Dear Masses of the People,

Today Nepalese society is in a state of grave crisis, whether economically, politically, culturally or otherwise. Where has the present state that has been harping about development and construction for the last fifty years landed Nepal economically? It has landed Nepal in the position of second poorest country in the world after Ethiopia. This state that does not manufacture even a needle in the name of a self-reliant and national economy has handed over the whole economy of the country to a dozen families of the foreign comprador and bureaucrat capitalists. Whereas this handful of plunderers have become billionaires, the real masters of this country and the national property, the toiling masses of Nepal, are forced to eke out a meager existence of deprivation and poverty. The sons and daughters of Nepalese peasants and workers reeling under unemployment and poverty are compelled to lead a miserable life of dishonour and neglect in India and different parts of the world to earn their daily bread. After piling a massive foreign debt burden even on the future generations of the Nepalese people, the feudal and comprador and bureaucrat capitalist rulers are making merry on it. In the name of privatization and liberalization under the guidance and for the benefit of the foreign capitalists, the process of mortgaging the whole country to the comprador and bureaucrat capitalists is now in full swing.

The burden of this economic degradation has to be basically borne by the peasantry, which constitute ninety percent of the population. That every new government formed under this state structure pushes and will push the country economically into a further state of bankruptcy has been historically verified. On the eve of May Day, the Revolutionary Communist Party, USA (RCP) published an article entitled “On the Critical Crossroads in the Nepal Revolution, and the Urgent Need for a Real Rupture with Revisionism”  in its organ Revolution (www.revcom.us). This article aimed to refute a document published by the Central Committee of the Unified Communist Party of Nepal (Maoist), UCPN(M), found on (www.wprmbritain.org, please click here to jump to the document).

The RCP letter is subtitled, “Observations by a Supporter of that Revolution from a Communist Internationalist Perspective”. However, because Revolution has published it without any comment or criticism, it is fair to assume that it  represents the RCP’s position on the revolution in Nepal. The UCPN(M) Central Committee’s document is entitled “Present Situation and Historical Task of the Proletariat.” Its contents include:

1. A Short Evaluation of Present Situation [Internationally and in Nepal].
2. On the Party Line and Polarization of Revolutionary Communists.
3. From the Latest Peace Process to the Present: on Party’s Problems and Weaknesses.
4. A Rough Sketch of Immediate Plan.

In this article, we want to oppose the anti-revolutionary RCP line and show the importance of building support for the revolution in Nepal. We will look at the RCP’s thesis of ‘revolutionary movement under revisionist leadership’ as well as looking at the realities of the development of the revolution in Nepal. Present Situation and Historical Task of the Proletariat

Dear Comrades,

Today, our great and glorious party, the Unified Communist Party of Nepal (Maoist), has arrived at a serious and extraordinary juncture of possibilities and challenges.

The way how people’s revolution, in the external struggle, is advancing amid immense possibility of victory and serious danger of defeat, in the same manner, party’s internal life, as a reflection of the former, also lies in the midst of potentiality of advance and danger of anarchism and chaos as well. The height to which we can create new unity, voluntary discipline, self-confidence and vigour by means of a correct line, strategy, tactic, plan and programme to ensure as far as possible the decisive victory of revolution in this complex crossroads of class struggle, to that level will we be able to make victorious the revolution and party by safeguarding them from the danger of defeat and anarchism. In order to develop that kind of line and plan, we, by abandoning all kinds of subjective prejudices, must be able to have objective estimation of the situation and balance of class force based on the universal theories of MLM. The plan and programme prepared on the basis of objective analysis will enable our party to lead the decisive victory of revolution. Expressing high regard and esteem to the entire known and unknown martyrs of Nepalese people’s revolution including those of ten years of people’s war and admiring the entire disappeared, injured fighters and their family members, this plenum of the central committee will be able to bring about a new dynamism in our party. Note: In the current situation, in which international support for the Nepalese revolution has waned considerably since 2006, members of WPRM (Britain and Ireland) were in Nepal for six weeks since August 2009 to talk with leaders and masses to try to better understand the contradictions in Nepalese society and how the UCPN(M) is providing leadership in making revolution. We believe constructive criticism should be made on the platform of internationalist support, especially given the ongoing threat from US imperialist and Indian expansionist intervention. Big leaps backward

The RCP claims that its Chairman has advanced the ideology and politics of the proletariat to a new height. It alleges that Bob Avakian’s New Synthesis has correctly synthesised the experience of the International Communist Movement from Marx to Mao, and on this basis the party has been able to progress beyond Marxism-Leninism-Maoism. Are these claims true? Is the New Synthesis a big leap forward?

Serious shortcomings in Marxist philosophy

As discussed in part 1, with serious shortcomings in Marxist philosophy, particularly on the question of Mao’s contribution, namely “the principal contradiction and the principal aspect of a contradiction”, the RCP has been “lost in a fog”.  In fact, because of not grasping dialectical materialism thoroughly, the party has been unable to bring a new style of work to the working class and the masses in the US, a style of work which essentially entails combining theory with practice, integrating with the working class and the masses as well as practising self-criticism.

The RCP claims that it has advanced dialectical materialism, but the question arises: Should communists apply the methodology of Mao about the need to identify the principal contradiction out of the numerous secondary or non-principal contradictions and attempt to solve this principal contradiction first? This does not imply that other (non-principal) contradictions must be ignored or glassed over. Nor should the communists rule out the possibility of one of the non-principal (or secondary) contradictions intensifying rapidly enough to become the principal contradiction under some specific conditions.
